About the Highly Capable Program

Highly capable services are available in the Pullman School District for grades K-12 in accordance to Chapter 392-170-010 of the Washington Administrative Code. A teacher, parent/guardian, student, or any person who has knowledge of the student’s abilities may initiate a referral for highly capable services.

The referral form is available below or at the elementary, middle, and high schools from the school psychologist. Referral forms for current kindergarten students to receive services during the current school year, or eligible transfer students, will be accepted the week before Fall elementary conferences in October. Referral forms for current K-11th grade students to receive services during the following school year will be accepted the week before Spring elementary conferences in March. Students may only be assessed once per academic year.

Multiple objective criteria are used for identification of qualified students by a Highly Capable Selection Committee. Parent permission will be obtained before conducting any assessments for eligibility.

2024-2025 Academic Year

Referral forms for current Kindergarten through 11th grade students to receive highly capable services during next school year will be accepted March 4 - 15. Parents/guardians, teachers, students, and anyone else with direct knowledge of a student’s abilities may refer a student for highly capable services.

In addition to referrals, universal screener results will also be considered. Our district utilizes the Measures of Academic Progress (MAP) assessment in grades K – 8 as a universal screener.

Highly Capable Program Advisory Committee

Are you interested in serving as a parent representative on the Highly Capable Program Advisory Committee for Pullman Public Schools? The committee aides in developing, monitoring, implementing, and evaluating the district's Highly Capable Program plan. The committee ensures compliance with state laws and administrative codes governing the Highly Capable Program, including equitable identification of low-income students, and makes recommendations, as needed, to the district Policy Committee and School Board regarding changes to the district policy and procedure. The committee meets 4x throughout the school year.
